the bumper is the very front of the car, just below the hood. the fender is the front sides and the back sides. there is a front bumper and a back bumper. they call them bumpers because if you roll forward into another vehicle, you are going to bump them with oyur bumper. LOL

The bumper is the part of your car on the front and rear that is designed to absorb the impact of head on or rear end collisions. The fender is on the sides, two on the front, two on the back, that curve over your wheels. On most cars made in the past 20-30 years, the bumper is connected directly to the fender, resulting in a single, streamlined piece look. On most pre-1980's cars, the bumpers were typically the chrome part that was only connected to the frame of the car, so there was a space between the bumpers and the rest of the body.

when your bumper was damaged it may have been pushed back into the front of the fender..happens all the time with newer vehicles..
get a second opinion..you will feel better about what your repair man is telling you..

Bumpers run north and south.
Fenders are located east and west

The fender is much lighter sheet metal. If there is damage to both, you are looking at more money as the increased time to either replace or repair the fender is longer. If it's only the bumper, then only that part may need replacing. If the bumper won't fit without the fender being straightened, then you're going to have to bite the bullet and have the entire job done right.

On older cars the bumpers are on the front and back and the fenders are mostly on the sides. On some newer cars it's difficult to tell where one leaves off and the other begins. The fender generally covers the wheels.
